The history of International Falls, Fort Frances, and the surrounding areas of Borderland are intertwined with the history of the International Falls mill. When E.W. Backus first envisioned an industrial empire built on the region's abundant timber resources and Rainy River's waterpower, International Falls was truly a tiny village in the wilderness.
The establishment of the Minnesota & Ontario Paper Company at International Falls helped create a newsprint, wood products and rail industry attracting workers and residents from far and wide. The mill was the keystone for a community that claimed residents from every country in Europe and from the start enjoyed a symbiotic relationship between town and mill. Generations of residents have derived a living from the mill, and generations of mill workers have strived to make the Falls a great place to live.
